A shipowner’s survival guide to the US/China port fee war

Cosco-chartered boxship caught by Beijing’s port fee retaliation on US vessels

China’s newly imposed port fees on US-linked vessels have affected the COSCO-chartered container ship “Halley,” which skipped calls at Ningbo and Qingdao. The vessel was deemed liable due to its US-based owner, Greywolf Capital Management. COSCO sought an exemption but made little progress, and the ship diverted to Singapore. This case illustrates China’s strict and impartial enforcement of its port fee rules—even state-owned companies like COSCO are not exempt.
